Community Development Block Grant

The County of Santa Clara annually receives funds from the U.S. Department of Housing and Urban Development (HUD) for the Community Development Block Grant (CDBG) program. These funds are used to develop programs and projects that support decent, affordable housing, a suitable living environment, and by increasing economic opportunities, primarily for low- and moderate-income persons to address housing and community development needs.

The County of Santa Clara administers CDBG on behalf of the Unincorporated Areas of Santa Clara County and the Cities of Campbell, Los Altos, Los Altos Hills, Los Gatos, Monte Sereno, Morgan Hill, and Saratoga, also known as the Urban County Program.

Consolidated Plan

To receive the CDBG and HOME funds, the entitlement jurisdictions need to adopt a Consolidated Plan, a HUD-required document identifying local community needs and establishing five (5) year goals for the implementation and expenditure of the CDBG and HOME funding in the areas of community development and affordable housing.

Supplementing the Consolidated Plan are the County’s Annual Action Plans, which are prepared each program year. The Annual Action Plan outlines, in detail, activities planned for a specific program year and identifies HUD and other funding sources that will be utilized to complete them. All activities funded through CDBG must meet one of HUD's CDBG national objectives: primarily benefit low and moderate-income persons, prevent or eliminate slum or blight, and urgent need.

2025-2030 Consolidated Plan and Fiscal Year 2025-2026 Annual Action Plan

The Urban County, along with the cities of Cupertino, Gilroy, Milpitas, Mountain View, Palo Alto, Santa Clara (City), and Sunnyvale, is in the process of developing the FY 2025-2030 Consolidated Plan (Con Plan) for the use of CDBG and HOME Investment Partnerships Act (HOME) funds within a 5-year timeframe. The County's Draft Consolidated Plan and Fiscal Year 2025-2026 Annual Action Plan (AAP) are currently available for review, and the Public Comment Period is open until June 3rd, 2025, when the Draft Con Plan and AAP will be presented to the Board of Supervisors for final approval. HOME Investment Partnership Program (HOME)  

The United States Department of Housing and Urban Development (HUD) provides federal funding for the Home Investment Partnerships Program ("HOME Program"), which supports a variety of affordable housing initiatives for low-income households.  

The Urban County HOME Consortium was established in 2018 to provide decent, affordable housing to lower-income households in the cities of Cupertino, Gilroy, and Palo Alto and the unincorporated areas of Santa Clara County.

HOME funds are awarded annually as formula grants to Participating Jurisdictions (PJs). The program’s flexibility allows local governments to use HOME funds for grants, direct loans, loan guarantees, or other forms of credit enhancements, or rental assistance.
