Permanent Local Housing Allocation PLHA | State funding for County and city consortium partners
Senate Bill 2 (SB2), known as the Building Homes and Jobs Act, established the Permanent Local Housing Allocation (PLHA) Program and instituted a $75 recording fee on real estate transactions. This is a permanent funding source to be allocated annually to qualifying jurisdictions. Qualifying jurisdictions are those eligible to receive annual allocations of federal Community Development Block Grant (CDBG) funds.
PLHA consortium
On December 14, 2021, the Board of Supervisors for the County of Santa Clara approved the establishment of a PLHA Consortium. The cities of Cupertino, Gilroy, and Santa Clara are part of the PLHA Consortium. The PLHA Consortium's goal was to collaborate with the consortium cities to administer the PLHA funding.
Five-year PLHA plans
The California Department of Housing and Community Development (HCD) requires the jurisdictions to submit a five-year PLHA Plan (Plan) that outlines the following to be eligible to receive PLHA funds:
- How PLHA funds will be used;
- How investments will be prioritized to increase the supply of housing for households at or below 60% of the area median income;
- How the Plan is consistent with the programs outlined in the jurisdiction’s Housing Element; and
- Evidence that the Plan was approved and adopted by the Board of Supervisors.
The Board of Supervisors adopted the original 5-year PLHA Plan for the Santa Clara Consortium on December 14, 2022. The plan was amended on June 4, 2024, as follows:
