Three-part framework
The 2020–2025 Community Plan to End Homelessness will serve as our roadmap for ending homelessness in Santa Clara County and is organized around three core strategies:

Expand the Homelessness Prevention System and other early interventions to serve 2,500 people per year

Double temporary housing and shelter capacity to reduce the number of people sleeping outside

Address the racial inequities present among unhoused people and families and track progress toward reducing disparities.
*The reduction in annual inflow target was based on annual inflow prior to the COVID-19 panemic. This target will be reevaluated once the longer term impacts of COVID-19 are known.
Community engagement
A thorough community engagement process occurred in late 2019 through early 2020 and included:
- Subject-matter expert convenings
- Stakeholder focus group meetings
- Key stakeholder interviews
- Consumer focus groups and interviews
- Community meetings
- Survey that yielded more than 5,000 responses
Community endorsement
The following jurisdictions have adopted resolutions endorsing the 2020-2025 Community Plan to End Homelessness:
